Update from Carina on the transition to the Consumer Directed Employer (CDE)

Phase 2 of the transition to the Consumer Directed Employer (CDE) is in full swing. To learn more, please read below.

What’s happening?  

As you have heard, Consumer Direct Care Network Washington (CDWA) is in the process of becoming the administrative employer of the approximately 46,000 Individual Providers (IPs) who care for home care consumers receiving services from the Department of Social and Health Services (DSHS). Under the new employment model, CDWA will be providing employment support for IPs and consumers will continue as managing employers, allowing DSHS to resume case management as their primary focus.

Who is impacted by this transition?

This will affect all IPs who are contracted with DSHS and all consumers receiving homecare services from the Department of Social and Health Services (DSHS)

When does Phase 2 begin and what counties are included? 

Phase 2. January 1, 2022, to April 21, 2022 — All IPs in Adams, Asotin, Benton, Chelan, Clallam, Clark, Columbia, Cowlitz, Douglas, Franklin, Garfield, Grant, Grays Harbor, Jefferson, King, Kittitas, Klickitat, Lincoln, Okanagan, Pacific, Skamania, Snohomish, Wahkiakum, Walla Walla, and Yakima counties move to CDWA. Is the Home Care Referral Registry (HCRR) impacted by this transition?

As part of the transition, CDWA is absorbing the HCRR and will assist consumers who need technological assistance to use Carina to find a provider. On February 1, CDWA took over from the HCRR in Phase 1 counties. On April 1, the HCRR will complete the transition to CDWA. After April 1, CDWA staff will be available across the state to assist consumers to sign up in the Carina system and help IPs get (re) contracted or hired to work. Please note that going forward, all Consumers will need an Okay to Work from CDWA for their IP before receiving care.

Will the transition to the CDE impact my use of Carina? 

This transition will have no impact on your ability to use Carina, which means your account access and experience using our website will not change. You can continue to log into your account at any time here

How can I be listed on Carina as an IP?

I’m not part of the transition because I haven’t worked recently as an IP or I’m totally new to being an IP.  I’m interested in finding a consumer through Carina - what should I do?

You will need to apply with Consumer Direct (please indicate on the application you don’t currently have a client), complete your Date of Birth (DOB) Background check and schedule your fingerprint background check.  Once you have completed those steps, you will be able to use Carina to search for a consumer.  Remember, once you have matched with a consumer, you will still need to complete the hiring process with CDWA and get the Okay to Work before you can start working.
